"【Art for Good 新加坡考察團 之一 建設未來藝術城市】 Art for Good Singapore Study Tour – Building Future Art City 由香港公益金支持，社聯主辦的Art for Good 新加坡考察團已於八月底順利完成行程 ! 是次考察團成員來自社聯、香港仔街坊福利會、浸信會愛群社會服務處、西貢區社區中心、善導會、龍耳的同工，走訪新加坡不同藝術機構及青年領導組織，了解當地在以藝術推動社會發展的工作及學習。 考察團有幸可以獲得新加坡全國職工總會 ( NTUC Singapore ) 國際及策略夥伴關係部、青年部及基金部同工接見，交流新加坡的勞工及人才保障，特別是如何讓畢業生及早投入及適應職場，學校及職場的接軌 (school-to-work transition) 更為重要。我們亦更了解新加坡對新興職業的支持，特別是組織了新興職業的工會，包括媒體製作人、內容創作者、平台工作者，讓他們可以共享資源，亦同時得到網絡及進修的資源。 另外考察團亦有幸參訪新加坡國家藝術理事會 ( National Arts Council Singapore, NAC) ，與旗下的共融與社群參與部及基礎設施規劃與發展部交流學習。NAC 隸屬新加坡文化、社區及青年部，主理全國的藝術文化發展策略，通過與個人、私營和公共部門的合作，致力培育藝術人口，建立一個具有藝術文化氣息的國家。他們發表的SG Art Plan 為新加坡訂立每五年的藝術目標，當中包括增加藝術場地、擴大藝術參與人口、支持藝術人才本地及海外的發展，開拓藝術空間，以藝術建設共融、連結、健康的社會，並建構藝術經濟。 NAC 代表更特別向考察團成員分享他們多年的工作 WeCare Arts Fund，支援地區機構進行藝術活動。近年更加開始致力支持以藝術介入健康的社會處方，在社區醫院 (Community Hospitals) 及長者中心 (Active Aging Centres)，由藝術家帶領長者進行不同的藝術活動及創作，讓他們得以抒發生活上的困憂及情緒，減輕壓力及痛楚。 由NTUC 及NAC 的經驗，我們可以看到協作平台在倡議及推動改變的重要性，整合資源，分工合作。同時我們亦明白到，要建立一個藝術城市，是需要各方的協力支持，例如官商民參與，注入資源，亦需要政策方針，連繫市民及社群，帶動城市同步改變，才可以讓市民一同感受藝術的價值。 Supported by The Community Chest of Hong Kong and organized by The Hong Kong Council of Social Service (HKCSS), Art for Good Singapore Study Tour successfully concluded at the end of August! The delegation comprised staff from HKCSS, Aberdeen Kai-fong Welfare Association, Baptist Oi Kwan Social Service, Sai Kung District Community Centre, The Side By Side, and Silence. Together, they visited various arts institutions and youth leadership organizations in Singapore to learn about and explore local efforts in driving social development through the arts. The study tour was privileged to meet staff from the International and Strategic Partnerships, Youth, and Foundation departments of the National Trades Union Congress (NTUC) of Singapore. The exchange focused on labor and talent protection in Singapore, highlighting the importance of the school-to-work transition to help graduates enter and adapt to the workplace. The delegation also gained deeper insights into Singapore’s support for emerging professions—specifically the establishment of unions for emerging fields, including media producers, content creators, and platform workers, allowing them to share resources while accessing networking and continuous learning opportunities. In addition, the delegation was received by the National Arts Council (NAC) of Singapore, engaging in knowledge exchanges with its Access & Community Engagement team and the Infrastructure Planning & Development team. Operating under the Ministry of Culture, Community and Youth, NAC oversees the nation-wide strategy for arts and cultural development. Through partnerships across individual, private, and public sectors, NAC is dedicated to nurturing an arts-engaged population and cultivating a vibrant, arts-infused nation. They published SG Arts Plan outlines five-year artistic milestones for Singapore, which include expanding arts venues, broadening audience participation, supporting local and international development for artistic talent, opening up creative spaces, and building an inclusive, connected, and healthy society—alongside a thriving arts economy through arts. Representatives from NAC specifically highlighted their longstanding initiative, the WeCare Arts Fund, which supports community organizations in running arts projects. In recent years, they have also actively promoted social prescribing through arts interventions. In Community Hospitals and Active Ageing Centres, artists lead seniors through various creative activities, enabling them to express life struggles and emotions, alleviate stress, and ease pain. The experiences of both NTUC and NAC demonstrate the crucial role collaborative platforms play in advocating for and driving change through resource integration and strategic division of labor. At the same time, it is clear that building an arts-centric city requires multi-party support—including cross-sector participation from government, business, and civil society, resource injections, and clear policy directions.
